  1. Preservation Progarm

First of all it is a program set up by the government or a sub-section of the government, a charity, a society, a city or town - it could be set up by virtually anyone. It would show the steps, the procedures, the plans needed to carry out the job. In this case the job is 'Preservation'.

Preservation: the act or process of preserving, or keeping safe; the state of being preserved, or kept from injury, destruction, or decay; security; safety; as, preservation of life, fruit, game, etc.; the activity of protecting something from loss or danger ; an occurrence of improvement

So now put the two together: It is a program develped and designed to keep safe, improve,  protect etc.

Examples: (not picked for any particular reason)

    1) Chesapeake Bay Preservation Program

    - protection of water quality in the Chesapeake Bay and its tributaries

    - the law regulates land development

    2) Farmland Preservation Program in Jefferson County
