As the other person said, It's supposed to be people addicted to rock music and is a slogan that has been beat around the bush around the nation for about the past 10 years in reference to classic rock and new rock stations' devoted fans.

In 98.7s case, it's as the other poster said, their name for a fan club of the radio station who wants to keep up on the latest promotions and such via spam emails etc.

Someone who wants to associate themselves with that radio station.  Most likely out of the need to belong to something.  These are the same people that get excited about spam e-mail.
