  2. It's when the MAC address is matched to an IP address.  ARP is Adress Resolution Protocol. it's used to resolve or match a MAC to an IP address.

    For example, from my windows pc command prompt

    C:\WINDOWS>arp -a

    Interface: 192.168.1.2 --- 0x2

      Internet Address      Physical Address      Type

      192.168.1.1           00-1b-c0-39-37-4b     dynamic

    The physical Address is the MAC address of my router and it resolves to the IP address of the router's ethernet interface.
