What is a Temporary Permit Packet ?whats in it and what is it for??

im 16 and trying to get my permit ..i dont know what a permit packet it and whats it for and whats in it can someone help?

You have to go to the DMV with a parent or legal guardian and buy a packet that has a bunch of forms in it that you take with you from place to place (instructions inside) and get them signed off as you complete the process.  Then you bring it back and they issue you a temporary driver's license until you qualify for a full one.
