What is a URL and how to I use google photos to post a picture on a forum?

I use google photos and they use a program named picasa to make albums and such. I am a member of the HLAA web forum and I would like to post a picture on this forum. On the forum, I click "Add Photo" and this code comes up.

How does one upload a picture or use a URL to put a picture on this website? Within picasa, it gives me two two links but neither of them display the picture on the website but rather have a link to the photo album. Please help.

in picasa, view the picture you want in large mode (not thumbnails) right-click ON the picture and choose "copy image location" (or smth like that, depending on your browser). That's the right link you should paste in the forum
