Sometimes its like they dont' like blacks and they can do things to them and burn crosses and stuff in their yard because they dont' like them or it could be just if you had leasch law and didn't have dogs tied up when walking went aroudn and killed people that walked dogs or did something really horrible to the people doing this. its against the law period.

Someone who decides that they can punish criminals without the police or any legal justice system.  for instance i live near the Mexican border and there are people who "stand watch" waiting for illegal immigrants to cross over to "send them back" but that is not their job they do it because they feel so strongly against illegal immigrants.
