Xtian is an abbreviation for Christian.  It originates from Greek word for Christ - Cristos, and the fact that the first greek letter of that word (Chi) looks like the Roman letter X.  It is also from this that we get the abbreviation Xmas for Christmas.

So, an Xtian voter is a Christian voter.
