Aside from a natural disaster. What is the worst thing that could happen to the residents of a city?

George Bush becoming mayor or George Bush becoming the governor of that state. Just look at how Bush's policies made Houston one of the most polluted cities in the world.

Poisoned water supply, biological weapon, radiation, widespread disease, roaming bands of gangbangers (oh sorry, we already have that) meteorite strike, total loss of power.

But, having a completely Liberal government is worse than anything else.
