A "Bear Market" is when the market is 20% lower than it highest point.  It displays an overall sentiment of how the stock market is doing.  So saying it is a Bear Market means that the stock market is all "doom and gloom"  as opposed to a Bull Market where everything is "happy, happy, joy, joy"
