I'm translating Conan O'Brien and in one of the jokes, someone says "Joe Biden is a BELTWAY HACK". What does that mean?

  1. The Beltway is what some call the area of Washington DC and a hack is someone who is so obviously bad at something that requires more art and grace.

    A Beltway hack then is just a bad politician. It's an old phrase.
