What is a better picture, standard satellite TV or standard digital cable? are they both 480 lines interlaced

You have a better picture, in the UK, where they use 625 lines interlaced...  HD TV Doubles it, to 1250 lines... where as in the US, you will be stuck with less.

so if you want a better picture, move over seas

I've had both and in my opinion Digital Cable is better.  The picture looks very nice and clear.
