i know they protect the little sisters but y r they in rapture eny way do thay repaire lecks cuz at the beginig of the game when you are going down to rapture u see one in a tunnle reparing it or something

he's not repairing it, he is destroying a door control panel (perhaps the one you use the electricity power on).
