  1. It's Chapter Two of Army Regulation 635-200, the Enlisted Separations Manual. But, Chapter Two just deals with the process of convening an administrative board to consider someone for discharge. Most times it is for a civilian conviction while in the Army and the Army is going to discharge the soldier for it. Once the results of the administrative board are upheld by Army Headquarters, the soldier is discharged. But, the authority for the discharge is contained in other chapters of that manual.  


  2. There is no such thing as a Chapter 2.

    It starts off with a Chapter 4 which is basically a contractual ETS...for those of you who don't know...and ends with a Chapter 19.  In all those, there is also no such thing as a Chapter 17 because those are just basic instructions in benefits of an honorable discharge.  Here are the Chapters:

    Chapter 4

    Separation for Expiration of Service Obligation (ETS)

    Chapter 5

    Separation for Convenience of the Government(covers personality disorders, concealment of arrest records, parenthood, and illegal aliens)

    Chapter 6

    Separation Because of Dependency or Hardship

    Chapter 7

    Defective Enlistments/Re-enlistments and Extensions

    Chapter 8

    Separation of Enlisted Women—Pregnancy

    Chapter 9

    Alcohol or Other Drug Abuse Rehabilitation Failure

    Chapter 10

    Discharge in Lieu of Trial by Court-Martial (your whole life is over if you ever get this one...)

    Chapter 11

    Entry Level Performance and Conduct

    Chapter 12

    Retirement for Length of Service (just as it states...retirement)

    Chapter 13

    Separation for Unsatisfactory Performance

    Chapter 14

    Separation for Misconduct

    Chapter 15

    Discharge for Homosexual Conduct

    Chapter 16

    Selected Changes In Service Obligations (covers early separation due to MOS disqualifications, discharges for acceptance into programs that lead towards becoming an Officer or Warrant Officer, etc)

    Failure to Meet Body Fat Standards

    Chapter 19

    Qualitative Management Program (failing to meet promotion standards for time in service, retention control points)
