  5. As the answers show, the term can mean many things. A few points on the wind -- The term is unique to the U.S.; elsewhere. it is called a foehn. The term chinook  means "snow-eater". It is caused when wind blows over a mountain. As the air rises, it loses heat fairly slowly because of the moisture, which tends to retain it. Eventually the air cools enough that it can no longer retain the moisture and you get rain on the windward side of the mountain. On the other side of the mountain, the air falls but, not having any moisture, warms up rapidly. The leeward side of the mountain is called the rain-shadow and is warmer and drier than the surrounding area. Prevailing westerlies make the Rockies and the Cascades good places to observe the phenomenon.
