What are they? Where do they take place? At a church? What does it mean? Is it like for a birthday? please give as many details as possible.

In high society circles, a coming out party is when a debutante (teen girl) is formally introduced to a selected group of people at a debutante ball. I've also heard it mentioned regarding a g*y person who has not been publicly g*y but now wishes to "come out" (of the closet). I'm sure your friend meant it as a celebration of you becoming a certain age but more like a debut than a birthday party.
