Any print & copy. Shop around on price, because you can almost always work out a good deal with independent shops, who will be happy you didn't go straight to Staples.

Depending on how many menus you're printing, an independent shop will be able to advise you whether it's a good idea to run them on a traditional offset press instead of digitally on a colour copier -- the threshold isn't that high before your unit price drops from $0.40 to about $0.05.

You could also try Nebs -- I've met some small business owners who use the Canadian branch and they are too happy to switch to us. Apparently the prices and service are just dynamite; it's a very well-run company with a good reputation.

EDIT: And for god's sake don't even think about using Vista Print. They're scam artists who'll start charging you unauthorized fees, and their product quality is c**p. The printing is a hook; they're really in the business of gathering and selling personal information.
