  1. Sounds like it means a planet that is tidally locked to something, a moon, or in some extrasolar cases, a star. Pluto and Charon rotate in such a way that they constantly show the same side to each other. An observer on either one would see the other stay in the same place in the sky all the time. Sure, Pluto nor Charon are planets, but the analogy exists.

    With hot Jupiters (gas giants that orbit very close to their star, like within a few days), they tend to be tidally locked so that they always show the same side to their star.
