I think it is a reference to the 1979 book by Randall Collins with of the same name. (Colleges try to control social stratus by conferring prestige.)

The author argues that much of what one learns is learned on the job, not at university. A more recent derogatory term I've heard recently is "creeping credentialism"--where you have to go back to college for every change in position in education.
