In our dept. crime analysts are civilians.  Its a desk job.  They review crime reports to detect trends such as serial burgalries or armed robberies.  They are not armed.

depends. Are they police officers or civilians. As cops yes, they may not "need" them, but as sworn officers will carry them....as civilians, no.
