prone means likely to,

as in...She is prone to forgetting peoples' names.

crisis means emergency situation, unstable or crucial time

To me...A crisis prone person would be someone who is likely to end up in an emergency or unstable situation

Someone who can only thrive in a chaotic environment.  Some people create drama and crisis in their lives because they don't know any other way.
