I am pretty small too, and I LOVE all of the plain-ish dresses at Forever 21. They're brightly colored, flattering, and all under $15.

Cold/Mild weather: An off-the-shoulder tee with a really cute design on it (try wetseal), some skinny jeans, and some gladiator sandals.

Hot: A tanktop dress with bermuda shorts and some really nice flats.

*Add jewelery.
