  1. It's an add-on.

    Data plans allow you to surf the web and download files on your cellphone/pda.

    For example the Iphone has a mandatory data plan.


  2. It depends on your cell phone carrier. Some of them make you buy a Data plan that is added to your monthly bill. Some cell phone company's will just add it to your bill.

    EDIT: My data plan is $40 and that's the cheap one.
