  1. Tinting bases are paints that are intended to have colorant added to them to make a custom color.

It is likely that what you have is actually a custom mixed color.  The fact that it is a tinting base does not matter as long as it has been mixed to an appropriate color.  You would use this like any other paint.  If this has not been mixed to a custom color, it is useless.  It will not have enough colorant to cure properly.

Standard white paint has a lot of white colorant added to the base paint mix.  There isn't any room to add the amount of color required to make dark colors and the white colorant in the mix would further lighten the color considerably.  The tinting bases are nothing more than the same paint without as much white colorant.

The deeptone part indicates that this is intended for a darker shade, it will have little or no white colorant.  A pastel base would have more white in the can for lighter shades.
