if i understand your question right

a dry bottom boiler (dry base boiler)=  the burner fires in the bottom of the boiler and it heats below the water part of the boiler

a wet bottom boiler (wet base boiler)= the burner fires in the bottom of the boiler and it heats above,at, and below the water part of the boiler(this is a much better heat transfer boiler design then that of a dry base)
