it is actually a dummy handle(set), that has no latch: is a door pull only. frequently used on double closet doors that do not latch together.

but, I think you are referring to making a padlock door LOOK like it is locked. some combination locks do not lock until the dial is turned, a keyed padlock locks when the key is removed.
