  1. It is a battery charger that keeps a battery fully charged. Sometimes called a trickle charger.

    The battery is first charged up in full charge mode. Then when the battery is fully charged, the charger goes into float mode. Here, the battery's charge is monitored and when it dips too far, the charger switches on automatically.  This prevents overcharging and overheating the battery.
