I am going to assume that this means that the use of alternative fuels has gone up four times the level that it used to be at.  Lets say that company x has produced 100 units of alternative fuels each year for the last 3 years.  This year they produced 400 units of alternative fuels and that would be a four-fold increase in production.

4 times the amount of subsidies the government gives the farmers and producers for making a product that makes other things more expensive. Like grain for cows, the cows themselves (remember that we eat beef) and on through the supply chain...

A shock to the Arabs who want us converted or dead using the money they get by selling us oil.  Unfortunately most alternatives cost more than oil-based fuels and the cheaper alternative of synthetic fuels from coal is not allowed by the environmentalists.  So we will continue to buy oil-based fuels and fund our own defeat or ruin our economy by using really expensive alternatives.  Making biofuels from special plants genetically engineered for the purpose would work, but again the environmentalists would stop that. They are willing to burn down new houses [Earth Liberation Front] and they would destroy genetically engineered fuel crops because they know how everyone else should live - in the Stone Age.

The simple answer to your question is using 4 times as much as at a specified time.  Eat 4 eggs one week and 16 the next and you have a four-fold increase in the number of eggs eaten in that time span.
