The price range is very limited, but there are a few options depending upon the video quality you desire.

Aiptek has the HDV21X and the A-HD+ , and they can be found for as low as $150.  Both cameras record a variety of resolutions with settings as high as basic 1280x720 HD video and sometimes as high as HDV quality 1440x1080.

A step down in quality are the Flip and RCA Small Wonder which record SD quality video.  Although these cameras record at lower resolutions, their video is perfect for uploading to video sharing sites such as YouTube.  The Flip includes software to upload its video to directly to YouTube, AOL and MySpace.
