I'd have to say the Daewoo DVR07. I bought one about a year ago for $65 (sale price). It works pretty good for being cheap. The only bad things are you can't record fox, and you can't get stereo sound through a RF output. Fox copy protects every show so you cant record it (unless you rotate your analog antenna until the picture gets fuzzy). Also, they want you to use RCA cables for stereo sound, so if you use the RF output, you'll only get mono sound. Other than that, it works pretty good.
