What is a good editing programme that i could get for free?

where can i get it...i want a photo editer in which i can cut the photo on computer or make an outline.thankyou.

  2. It's not a software but a website with a web application, you can edit, draw, animate etc. images with Luna Pic for free and free of advertisments. The website is: http://www.lunapic.com/editor/

    Gimp is a software that I have and apparently it's the closest, free re-make of adobe photoshop. Download the application from here: http://www.gimp.org/downloads/

  9. I agree with GIMP, a wonderful and powerful free graphic Image Editor. There is a bit of a learning curve to wrestle through, but you should soon get the hang of it and be able to do the basic stuff.

    Depending on how involved you want to become and what you want to do, Picasa is a good choice for basic photo manipulation.

    For serious work: Nothing better than GIMP in free software
