Saigon, I stayed at Bongseng Hotel near Ben Than market. Its on district 1, where most of attractions are.

Hanoi, plenty of hotels there. Especially at Old street. It is best to go there and bargain the prize. Cos I forgets the name already.

you dont mention budget hotels or 5 star. i stayed at mama cuc`s hotel in saigon a budget hotel right in the tourist area, walking distance  to so many things. price was $15-$20us including cont b/fast, and dinner which was spring rolls and noodle/veg soup, very tasty. there are many of these kind of hotels in the tourist area.
