What is a good level to evolve Clefairy?

Im playing my old Pokemon Red game. lol the one with bad graphics. So I have a moonstone but I wanna know when I should use it. I don't want to evolve it too early, because it might not learn good moves like Clefairy would.

if you want it to know light screen raise it to level 48
