Serve finger foods, cake, and have a bar with juices, lemon lime soda, gingerale, etc and mix all kinds of nonalcoholic drinks.  Have a DJ, if budget allows, or just a lot of great music.  Dance contest, Karaoke contest, etc...glow bracelets and glow sticks...good luck and have fun!

a good movie or popular tv show is a good one. what about a karoke american idol type thing? that's sure to bring a lot of laughs.

Have a dress-up theme. Like P.

(Princess, pimp, pope, prossie, popcorn, pppp)

Or go out somewhere nice. Pick 3 or 4 close friends and pick them up from their houses in a limo, drive through ton for a while to show off then go to a really nice restaurant.

I had that for my 12th birthday and it was AWESOME.
