Leap pad learning system, I got it for my 3 year old nephew this last Christmas, and he LOVED it - after he figured out what to do with it!

Wooden trains. We bought my grandson a set  3 years ago and he still likes to set them up. Next stop, Electric trains with supervision, of course! Here's a link:

You can give her/his a leap pad its good for three years and up.

I have 2 little girls, and at 3 years old it is all about dress-up and fantasy.  If you budget is modest, get her a Disney Princess dress-up dress (find out which of the princesses is her favorite first) and a Disney Princess tea set so she can have a party with her royal subjects.  If you want a bigger splash, get her the Disney Princess Magical Talking Vanity. My kids love this toy - princesses magically appear in each of the 3 mirrors and talk to her!  VERY cool.
