What is a good talent agency for beginners?

I am currently in the process of e-mailing some agents. But I know that some of them are only for beginners. What is a good talent agency for beginners, mainly youth?

I am also just starting out, and only experience I have are in school and Improv clubs really. Nothing professional.

And I am interested in Singing and Acting, not modeling really.

I wasn't aware that ANY talent agents took beginners for clients.  THEY are in BUSINESS to earn MONEY from the 10 percent of your earnings that you have to pay them... and beginners don't generate any earnings.
