THe US govt is much to blame for the popularity and escalating numbers of gangs in the US due to their poor immmigration policies and exportations.  Consider the MS-13 mara salvatrucha gang of El Salvador...THey would not be as powerful as a gang they are currently if the US government did not export Salvadoreno Gang members back to their country where they could congeal and focus their power in a place that does not have the same type of police authority the US has
