What is a good way to promote a forum?

It's a forum for musicians and music related things, there's a lot of off-topic blabber as well. When I joined it seemed kind of dying, so I'm trying to liven it up by attracting new members.

What is the best way to get new members?

You already promoted your website by posting it on here. And that's a good thing. Go to social networking sites interested in music and give links going to your forum.
