What is a good wood type to use when building doggie stairs?

I need to know what type of wood is good to use when building doggie stairs. I also need to know:

-What are good measurements for stairs that need to equal 21 inches in height? (length, width, ect.)

-The dog is a Shih Tuz and will only get about 8 or 9 pounds and no longer than 18 inches.
