What exactly does it mean and what do they cover?

  1. It's called the [insert state] Insurance Pool.  ie the MO Insurance Pool.  Usually you have to get denied from a couple carriers before the Pool will accept that you're not going to get Health Insurance from anyone but them.

    It's an association that all insurance pomanies must participate in.  They put money in the Pool.  Pool money has special tax status and FED contributions.  They collaborate to provide insurance benefits to people that get denied from typical insurance companies (like high weight, pre-existing condition, people).

    Premiums for the Pool are 150%-200% more than the top 5 insurance carrier's premiums.  Getting employer-paid insurance or somehow getting a normal insurance company's policy will always be cheaper.

    My state has no deductible for Preventative treatments.  

    Prescription drugs have no waiting period before you get discounts on them.

    Prescription drugs also have a separate deductible.

    The Pool will give out up to a MILLION dollars MAX according to the plan benefit schedule.

    It benefits a lot of other things that normal plans don't.  It's a looong document.
