It's a funny looking flag that NASCAR brings out for special races...little bit of green, little bit of white, and little checkered pattern are built into the design to make the races seem more original...ok seriously:

The green-white-checkered format is an attempt to achieve everyone’s goals – a green-flag finish,” NASCAR President Mike Helton said. “This change hopefully will provide competitive finishes in the relatively rare occasions it is warranted. This format has been successful in the Craftsman Truck Series, and considering the tight competition week in and week out in the other two national series, we feel the time is right to use the same procedure in all three national series.” The new procedure will consist of a restart of two laps – green flag for the first lap of the restart and the white flag signaling the final lap leading to the checkered flag. All additional laps will be counted and scored. The new format will not guarantee a green-flag finish. Only one restart under the “green-white-checkered” format will be attempted. If a caution comes out during that period, the race will be complete. This procedure will eliminate the need for a red flag in the final laps to immediately stop the race in an attempt to finish under green-flag conditions. when there's a caution in any race within 4-3 laps to go they throw it out b/c it usually takes 4-3 laps to do a run under caution anyway, it also means a single-file restart just like any other restart w/in 10 to go... they start with 3 to go when the green flag is waved to restart, there's your green, then it goes to two laps, then when it gets to one to go, there's your white, then the checkered!! the drivers only get one shot to finish the race if the green-white-checkered, so if a caution comes out, the race is over and whoever is leading at the exact time the caution comes out is the winner (as you saw with kyle and carl). hope that helped!! it's also called over-drive, so if you hear that, it's the same thing.

When there's a caution late in the race (yellow flag) and they come back to racing with just a couple laps to go it's a green, white, checkers finish. One lap (green), the final lap (white) and then the checkers fly and the race is over.

if theres a few laps left in a race but a caution is called a green white checkered flag will be called. This is when the race begins again it is a green flag as always the last lap is white and the checkered flag is waved at the end of the race. This is not uncommon to see in the world of NASCAR.  If a caution is for any reason called during the gren white checkered most of the time the race ends there.
