  1. A person who has entered the country with the permission of the government, i.e., with the proper documentation, as opposed to one who enters without permission.  Because there are laws against entry without permission it is by defintion illegal.

  3. A person who migrates and has the correct documents and has all the fees paid for the places that they travel too.
