  1. a legal act which states you can't do something. the name has it.

    ok so a legislative body passes a law which states that a certian practice cannot be done until further notice. the clasic example is with the death penalty. allrighty: so if a law is passed that says that nobody can be excecuted that'd be a moratorium. so would 'nobody can be excecuted while we look at this'


  2. A period during which the legislature does not pass any laws.
