  1. A "levy" is an order against the property defined in the order.  This may vary by state.  In some states 1 (one) personal vehicle may be excluded as necessary to the livelihood of the person against whom the levy has been made.

  4. Yes, but probably not. Is this an IRS levy? If so, it's unlikely they would seize a car unless the account is controlled by a Revenue Officer--and even then, only if there is sufficient equity to make it worth their while. If the levy is from the Automated Collection System of the IRS, the answer is no.
