First off check with DMV in your state to make sure it can be done. Some states will not let you do it no matter what you change on the bike.

If your state will allow it what you will mainly need will be:

1.) Full lights - turn signals, low/high beam, rear running light/brake light//license plate mount

2.) Horn

3.) DOT legal tires (possibly DOT legal rims too)

4.) If your state is really anal they can mandate a metal fuel tank

5.) A battery set-up to run the lights when the engine is off

By the time you're done buying all the stuff you need it's usually cheaper to sell the dirt bike and buy a dual sport.

they need a working headlight, tail light and a place to mount a license plate.  You would need a title stating the bike is yours and a motorcycle license to drive it legally.  also would need insurance

Check with your local DMV then there are the EPA regulations and the Federal ones as well as you have to be old enough to get a drivers license. And just so you know there are requirements for the lights on how bright they are and how far the horn can be  heard. How quickly the brakes stop the bike. And you have to be old enough.
