What is a metropolitan city and a cosmopolitan city?

Depends on the context. I don't know if there is an exact distinction made. Metropolitan means big city. Cosmopolitan means diverse, having people from many cultures.

Metropolitan essentially refers to a city, especially a large connurbation such as London.  That's why the city's police force is called the Metropolitan Police.  Cosmopolitan refers to the presence and influences of people from different cultures and nationalities.

As well as being metropolitan, a big city, London is also a cosmopolitan one.  That effectively applies for all large cities.
