This slang (called "verlan", from "à l'envers") has been created by suburban French Arabs : take a normal word, "femme", reverse it, "emmef", take away the first syllable and you'll get "mef", pronounced in French "meuf". So "flic" (cop) becomes "keuf", "herbe" (weed) becomes "beuh", "Noir" (black) becomes "Renoi", "Arabe" becomes "Beur", and so on...
