Basically, if you're not white you're elidgable.

Although, a few years ago there was a small $2,000 scholarship that had a HUGE uproar with the media. The people who came up with the first ever "White Only" scholarship were trying to prove a point that minorities get everything but as soon as you mention you're white, you get zip.
