What is a nice romantic inexpensive cheap vacation near Mexico or Texas with lots of activities and a beach?

It is our 10th wedding anniversary and I would like to plan a nice surprise trip for my husband. We would be flying out of Minneapolis St. Paul or any airport in Wisconsin. I am thinking only a 3 or 4 day trip and was hoping to spend less than $1000 total in hotel and air for the 2 of us. I would like to find someplace to swim with the dolphins and he is an adventure man who would enjoy lots of different activities. If there is a place with waterfalls that would be great also. I would prefer to be on the beach or very near to the beach.
