  1. It just means there isn't any arrest warrant.

In my state they are called "wanteds".  It's when an officer wants to talk to you about an investigation.  At the end of the investigation you may or may not be arrested, but at the time of the investigation they have not applied for a warrant.  We also have F.I.R.'s  (field investigation reports).  We can put a wanted out on a vehicle's license plate for example and when an officer pulls you over they want to get all the identity info on everyone in the car, relative to an investigation (no one is taken into custody).
