A group that will vote for a candidate, or a party, no matter what anyone says or does.

Typically, the political base of a party is a group on either side of the spectrum, who are the loyalists to the particular issues of their party.  The base usually votes based on their party rather than a particular candidate.  You might hear the term "yellow dog Democrat", which means that a voter would rather vote for a yellow dog than a Republican.
